NEW YORK--Risk Publications of London has agreed in principal to buy IMT's parent company, Waters Information Services Inc. of New York. The deal is expected to close at the end of this month. When it does, Waters will become a division of Risk Publications, which will employ about 200 people overall, with offices in the UK, USA and Hong Kong.

The transaction will combine two fast-growing privately owned specialty publishers. Risk, which was established in 1988, publishes Risk, Energy & Power
