Will "Caring" Exchanges Prevent Flight to MTFs?

Deutsche Börse, one of the European exchanges facing competition from pan-European venues created as a result of the Markets in Financial Instruments Directive, recently revealed details of a new set of fees for data used in non-display applications that it plans to introduce in April (see page 1).
