Frank Rey joined low-latency fiber network provider Hibernia Atlantic last month as vice president of capacity management, to drive efficiencies in sourcing network infrastructure and underlying components, with responsibility for global procurement, carrier relations, sales support automation and business process management. He was most recently delivery and procurement director at Tinet, an Italian Ethernet network provider he helped co-found, which was acquired in October 2010 by Neutral
