There is general acceptance that without a proper and complete data vocabulary, STP, operational efficiency and standards will continue to be just outside our grasp. An excellent illustration of this is the need for unique instrument identification (UII). Significant progress has been made on a variety of related issues. What has eluded us until now, however, is agreement on the semantics of the vocabulary
