Riding the waves sent through the market last month by disclosures of wrongdoing by Salomon Brothers Inc. in the primary market for government securities, regulators and legislators will spend this month investigating the primary dealer's violations and weighing proposals to change the system. With the Government Securities Act of 1986 due to expire Oct. 1, oversight of government securities trading will likely be up for grabs.
