Section 619 of the Dodd–Frank Act, informally known as the Volcker Rule, has been causing an almighty stir. In the US, banks are concerned about the effect of the proposed rule on their balance sheets, while other nations have expressed opposition to the fact that, although their firms aren’t based in the US, they could fall under its ambit.

The reduction of systemic risk is one of the principle aims of this rule, which it seeks to accomplish by separating a bank’s proprietary investment
