DECworld is back with a vengeance. Omitted last year on account of mediocre earnings, the 1990 event is leaner and meaner. The usual tent-meeting fervor is still there, but augmented by a more targeted approach to delegate management. Digital wants its money's worth out of this year's show, which runs through Aug. 1 at the World Financial Center in Boston.
