ICE Taps Williams and Bowler for Senior Roles
Williams will replace David Peniket who is retiring, and Bowler will succeed Finbarr Hutcheson, who takes over Paul Swann's previous role.
Williams will take over as president of ICE Futures Europe following David Peniket’s retirement, while Bowler will assume the role of president of ICE Benchmark Administration (IBA). Bowler will succeed Finbarr Hutcheson who takes over for Paul Swann, who is also retiring. Both will begin in their new roles in October.
ICE chairman and CEO Jeffrey Sprecher said the appointments of Williams and Bowler allow the exchange to build on their vast experience in the market.
“We are pleased to announce these appointments, which will enable us to continue to build on our ability to grow and serve our customers,” Sprecher said. “Stuart brings strong experience in derivatives and operations to lead our largest exchange and Europe’s leading energy and interest-rate markets. Tim brings a wealth of experience in financial markets and policy to build on IBA’s strong foundation of modernized, regulated benchmarks.”
Williams was previously COO and director of corporate development at ICE. Prior to the exchange, he was with the London International Financial Futures and Options Exchange (Liffe) where he helped transition Liffe’s integration to ICE.
Bowler was with Goldman Sachs prior to joining ICE and was a managing director in the bank’s financial institutions group. He also had roles at the US Treasury including serving as a counselor to then Secretary Jacob Lew. At ICE, Bowler will be overseeing the subsidiary responsible for benchmarks like the ICE Libor, LBMA Gold Price and the ICE Swap Rate.
