Telerate's Becher Loses Dev't Empire, To Ex-Deputy Herts

Dow Jones Telerate has relieved executive vice president Henry Becher of his duties as head of international development and operations and has given him a job doing strategic planning. Ken Herts, a Dow Jones veteran and previously Becher's deputy, has replaced his boss.
