Market data managers are about to begin their 2003 budget meetings. For the next two months, they will sit in front of senior executives, hats in hand, and ask for more money and more resources for the upcoming year. Last year their allocations were chopped, and it looks like déjà vu this time.

Some budget decisions are based on contract expiration dates and data costs. Many firms are already looking to renegotiate contract terms with existing vendors. And some might look to end their contracts
