The Municenter, the municipal bond trading site formed by Merrill Lynch, Morgan Stanley Dean Witter, Salomon Smith Barney and Chapdelaine Electronic Brokerage, has named Paul Palmieri its chief operating officer. Palmieri had previously been with Merrill Lynch, where he was responsible for municipal trading, underwriting and risk management.
