Thomas E. Bosshard has joined Javelin Technologies as head of European operations, a result of and ever-increasing demand for FIX technology and global connectivity. Bosshard comes to Javelin from New Era of Networks (NEON), where, as vice president of financial services/product marketing, he helped build the company's vertical financial market segment. Before NEON, he was a senior sales engineer at VIE Systems, where he assisted in the development of the SWIFT, FIX and Oasys solutions. Bosshard has more than 12 years of experience in the financial services industry.

The International Swaps and Derivatives Association (ISDA) has named Ruth W. Ainslie to the new position of senior director for policy in the Americas and media relations. She is to join the company at its New York City headquarters on January 18. Ainslie will be responsible for ISDA policy development and implementation in North and South America, including oversight of relevant member committees and working groups. Also under her auspices will be ISDA's global press activities. Prior to this appointment, Ainslie was a managing director and counsel for the global trading and sales department at Bankers Trust, where she was responsible for the resolution of various derivatives and regulatory issues in the US and overseas, and was involved in credit risk reduction and other initiatives, for Bankers Trust as well as for other industry groups. She has also been an executive committee member of the Financial Markets Lawyers Group sponsored by the Federal Reserve Bank of New York and a member of futures and derivatives committees of several bar associations. She began her legal career in the institutional finance and banking departments of Milbank, Tweed, Hadley & McCloy.

The Philadelphia Stock Exchange has appointed Lanny Schwartz executive vice president and legal counsel, and will be primarily responsible for all of the legal matters of exchange. In addition, Robert Ackerman was named senior vice president, chief regulatory officer and deputy general counsel. He will be responsible for market surveillance, regulatory services and examinations.
