Police, regulators and the courts exist not to manage law-abiding citizens, but rather to bring law-breakers to justice. Thus market participants feel uncomfortable in the role they are cast when dealing with regulators on issues that affect the data and trading industries. The fact that we need bodies to oversee regulated markets implies the existence of those that abuse them.

The justice system should also be an advocate for the people, protecting those in need, and should be a knowledgeable
