NEW YORK--The year's biggest market data story had to be the plight of Dow Jones Markets, which started 1997 with ambitious plans to overhaul its infrastructure, management and product offerings, but ended it on the sales block. As of this writing, the Dow Jones Markets prospectus is circulating the offices of potential buyers, while parent Dow Jones &Co. waits for someone to take the ailing unit off its hands.
