Instinet Europe has announced the management appointments of Janusch Raft and Rod Sinclair. Raft, chief executive of Instinet Europe since 1996, has been named chairman. His responsibilities will now include coordinating all of Instinet’s European activities. Raft has worked for Instinet’s parent company, Reuters, since 1974 and joined Instinet in 1987. Sinclair has been newly appointed to Instinet as chief executive for European institutional equities. Sinclair serves as deputy chairman of the Securities & Futures Authority and has 30 years of experience in London with stockbrokers L. Messel & Co. and Barclays De Zoete Wedd.

Principia Partners, provider of full front- to back-office systems for global capital markets, has named Steve Buchanan director of tech- nology. Buchanan comes to Principia with over 14 years of architectural experience in financial software development. As director of engineering at Integral, Buchanan was instrumental in building one of the first commercial ASP offerings for capital markets.

Eliot Solomon has join-ed Sector, a provider of communications and information technology solutions to the financial services industry, as vice president and head of new product development. Solomon has also been named a member of Sector’s Executive Manage-ment Committee. In addition to his responsibilities to develop new products and services, Solomon will pursue partnership and joint venture opportunities with other technology companies. Previously, Solomon was vice president and distinguished technologist at the Securities Industry Automation Corp., Sector’s parent company, where he was responsible for the creation of new technology strategies.

The Chicago Stock Exchange has promoted John Kerin to senior vice president and chief technology officer. Kerin will be responsible for the exchange’s information technology operations and development. Kerin has been with exchange since 1988, serving most recently as vice president of enterprise development, where he handled the exchange’s change management and capacity upgrade issues. Before joining the exchange, Kerin worked for Northrop Corp., where he designed and developed real-time embedded systems.

Cognotec, a provider of foreign exchange and money market e-commerce solutions to financial institutions, announced the recruitment of Colette Selfslagh as director of product management. Selfslagh’s responsibilities will include new product management and company market analysis, market segmentation, buyer behavior and competitive analysis systems.

Fiduciary Trust Company International, the asset management firm, has promoted Stephen Tall to the position of executive vice president. Tall had been the firm’s chief technology officer and will be responsible for the development and management of investment and operations technologies, e-commerce strategy and computing and networking infrastructure. He had previously managed technology development for Andersen Consulting.
