A handful of voices around European soccer muse that the lightly regulated practice of temporarily loaning players to other teams is broken. The richest clubs’ rosters are too long, they say, even while players are lent out too frequently, leaving teams thin as the season wears on. Yet the likelihood of an overhaul is fairly remote. The system is deficient, but fits various purposes comfortably, and it is just marginal enough that the incentive to change isn’t there.
