Not much is known about China’s Xinchuang initiative, other than that it was created in retaliation for US sanctions on Chinese tech company Huawei. 

Simple internet sleuthing on Xinchuang—which, in English, is known as Information Technology Application Innovation—reveals it is a Chinese government-led initiative that aims to reduce dependence on Western technology firms.
