MANAGEMENT STRATEGIES: A new report from Forrester Research in Cambridge, Mass., says chief information officers are searching for new ways to effectively and efficiently train and help IT people improve their skills. The conclusions, drawn from the interviews of 50 CIOs, revealed three major obstacles to "closing" what Forrester calls an IT "skills gap." They are no time, lack of motivation and high costs. The report recommends that CIOs embrace so-called "high performance IT skills management
