Value-Added Network Services Inc., a Sarasota, Fla.-based consulting firm, has embarked on a project to develop a buy-side trading system that would identify the best market for execution of an institution's order, using electronic links to other institutions, off-exchange trading systems, and sell-side firms' order-routing systems. VANS is currently talking to a number of portfolio management bureau service providers about basing the trading system on their management software
