 Mugger must fight the urge to be cynical, but there are times when cynicism rears its ugly head. It happened again when Mayor Rudy Giuliani failed to appear for the January 11 groundbreaking ceremony for the new Reuters America tower. The Mayor's office said that he had to attend to a "city emergency".
