WASHINGTON--The Investment Company Institute has formed a committee of executives from at least a dozen mutual fund companies to grapple with a host of complex technology issues. While the body still lacks the status of a formal standing committee, it was formed at the behest of the trade association's board of governors and is considered one of the group's more important initiatives. The panel has already met once, and its second meeting will be held in mid June at the ICI's offices in
