In North America, IT spending growth is expected to decelerate to 6.8 percent this year compared to 11 percent the prior year, and the US-born downturn is spreading to other parts of the world, says Kevin White, senior research analyst at technology research firm IDC. White is one of the more optimistic oracles--he expects a turnaround in the first quarter.
