FINRA Fines BarCap $1.3M for Reporting ‘Failures'

The failures included missing or duplicate reports, and erroneous data for timestamps and execution quantities, among other data fields.

The failures covered 15 systems issues at Barclays Capital that caused the firm to transmit more than 3 billion "inaccurate or incomplete" instances of ROE (Reportable Order Event) data, and to fail to transmit millions of other ROEs to FINRA's OATS system.

The data included inaccurate timestamps, execution quantities, and member codes, the omission of special handling codes, and duplicate or erroneous reports.
