Haynes, a panelist during last week's Mondo Visione Exchange Forum in London, says 95 percent of trading within most European countries is split between only two venues: BATS Chi-X and the respective national exchanges.

True competition is needed if innovation is to be encouraged, he says, but the capital markets has much work to do if it is to emulate the kind of progress that has been enjoyed in industries such as mobile telecommunications and social media.

Haynes cites the example of Facebook
